Use google to learn, or offer cash to have it created.

The good thing about no-ip is that its free and you can have lodes of space and kinda unlimited bandwidth.
The bad things are:
Hosting your site whilst streaming could result in buffering for the stream or timeouts for the site.n
You have to pay no-ip if you want to use a domain.
Your website will be very slow.
This still doesn't not give you a website, it gives you hosting and a subdomain.
Your computer will have to be on all the time and connected to the internet in order for people to view your site.
Your site will have to be plane html (ie no scripting) unless you are prepared to install something like php on your computer and have that running.
You will also have to have a webserver running on top of this aswell.
